You are probably wrong IP do not determine system time. IP determine Local Time But if OP want to hide system time when using different IP turning off JavaScripts should works cuz most of sites/servers pulling out Your system time exactly by JavaScript....

and just to clarify if You using TOR, its not possible to get what You want, or even if it is i guess with Your skills and Windows (probably that what You use on Your laptop) it will be almost impossible . god bless You! fare well!
